ارائه مدل توسعۀ کارآفرینی سازمانی با رویکرد نوآوری باز در پالایشگاه گاز ایلام

چکیده
مقدمه: وجود گرایش کارآفرینانه در سازمان­ها، قابلیت­های پویایی را برای آن‌ها فراهم می‌کند که به نوآوری بیشتر و تحقق و حفظ مزیت‌های رقابتی منجر می‌شود. رویکرد نوآوری باز بر این موضوع تأکید دارد که سازمان­ها می‌باید در کنار ایده‌ها و نوآوری­های داخلی، از نوآوری­های خارج سازمان و بازار نیز به‌خوبی بهره بگیرند. در این راستا، هدف اصلی پژوهش حاضر طراحی مدل توسعۀ کارآفرینی سازمانی با رویکرد نوآوری باز در پالایشگاه گاز استان بوده است.
روش­شناسی: در پژوهش حاضر از روش داده‌بنیاد به‌عنوان یک روش کیفی استفاده شده است. جامعه مورد مطالعه، متشکل از خبرگان حوزه کارآفرینی و مدیریت نوآوری در دو بخش دانشگاهی و اجرایی بودند که به‌صورت در دسترس انتخاب شدند. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته با ۳۰ نفر از این متخصصان، شامل اعضای هیأت علمی دانشگاه رازی کرمانشاه و مدیران ارشد پالایشگاه گاز شهر ایلام، گردآوری و سپس بر اساس طرح نظام‌مند استراوس و کوربین تجزیه‌وتحلیل شدند.
یافته­ها: یافته‌های پژوهش حاکی از آن بود که شرایط علّی شامل رقابت تهاجمی، فرصت‌گرایی کارآفرینانه، اکتساب دانش، توسعۀ منابع نوآوری و کاهش هزینه‌های تقلید بودند. شرایط زمینه‌ای نیز عواملی چون سواد دیجیتال سازمانی، تعهد و مشارکت نیروی انسانی، سیاست‌گذاری نوآورانه، انعطاف‌پذیری مرزهای سازمانی و فرهنگ خلاقیت را در بر می‌گرفت. علاوه بر این، در شرایط مداخله‌گر عواملی همچون فرهنگ داده‌باز، وضعیت نظارت حاکمیتی، سطح حمایت‌های مالی دولت، دیدگاه حاکم نسبت به مشارکت‌های بنیادی و فرآیند تبادل مالکیت فکری شناسایی شد. راهبردها نیز شامل ارتقای مشارکت‌های داخلی و خارجی، توسعۀ شبکه‌های ارتباطی برون‌سازمانی، ارتقای زیرساخت‌های فناورانه، بهبود شاخص‌های رفتار کارآفرینانه، همکاری فعال در شبکه‌های نوآوری محیطی و مدیریت مؤثر دانش بودند. پیامدهای مورد انتظار از اجرای این مدل شامل حاکمیت نوآوری در فرآیندهای سازمانی، ارتقای قابلیت یادگیری سازمان، مدیریت مؤثر تلاطم بازار، بهبود عملکرد نوآورانه و تثبیت عوامل پایدار مزیت رقابتی بودند.
نتیجه­گیری/ دستاوردها: با توجه به یافته‌ها می‌توان نتیجه گرفت که توسعۀ کارآفرینی سازمانی با رویکرد نوآوری باز، نیازمند هم‌افزایی و مشارکت بنیادی میان بازیگران کلیدی زیست‌بوم نوآوری باز و همچنین تعدیل یا تقویت برخی متغیرهای ساختاری است؛ بنابراین، تصمیم‌گیرندگان سازمانی می‌توانند با توجه به عوامل شناسایی شده و اتخاذ سیاست‌های مناسب، زمینۀ بهبود شرایط لازم برای دستیابی به این هدف را فراهم آورند.

Presenting a Model for Organizational Entrepreneurship Development with an Open Innovation Approach in Ilam Gas Refinery

Introduction: The presence of an entrepreneurial orientation within organizations provides them with dynamic capabilities that lead to greater innovation and the achievement—as well as sustainability—of competitive advantages. The open innovation approach emphasizes that organizations should effectively leverage external innovations and market-driven ideas alongside their internal innovations. Accordingly, the primary objective of this research is to design a model for the development of corporate entrepreneurship with an open innovation approach at the Ilam Gas Refinery.
Methodology: The present study utilized the grounded theory method as a qualitative research approach. The target population included experts in entrepreneurship and innovation management from both academic and professional backgrounds, selected through purposive sampling. Data were collected using semi-structured interviews with 30 participants, comprising faculty members of Razi University in Kermanshah and senior managers at Ilam Gas Refinery. The data were subsequently analyzed following the systematic approach proposed by Strauss and Corbin.
Findings: The findings revealed that causal conditions include aggressive competition, entrepreneurial opportunism, knowledge acquisition, development of innovation resources, and reduced imitation costs. Contextual conditions encompassed organizational digital literacy, human resource commitment and participation, innovation-oriented policy-making, flexibility of organizational boundaries, and a culture of creativity. Intervening conditions involved factors such as open-data culture, the extent of government oversight, level of governmental financial support, prevailing perspectives on foundational collaborations, and intellectual property exchange processes. Strategies identified included strengthening internal and external collaborations, developing external communication networks, upgrading technological infrastructure, improving entrepreneurial behavior indicators, active participation in environmental innovation networks, and effective knowledge management. Expected outcomes from implementing this model consist of innovation governance within organizational processes, enhanced organizational learning capacity, effective management of market turbulence, improved innovative performance, and the consolidation of sustainable competitive advantages.
Conclusion/Implications: Based on the findings, it can be concluded that fostering organizational entrepreneurship through an open innovation approach requires synergy and fundamental collaboration among key actors within the open innovation ecosystem, along with the adjustment or reinforcement of specific structural variables. Accordingly, organizational decision-makers can facilitate the necessary conditions for achieving this goal by considering the identified factors and implementing appropriate policies.
